MANPOWER AND PERSONNEL ANALYST

Description:
Work as a Navy Civilian Community Manager in the Civilian Workforce Analysis Division (N111) of the Chief of Naval Personnel (CNP) staff.
Duties will include assigned program responsibility for one or more of the several Navy civilian communities in the Civilian Community Management Branch of the Civilian Workforce Analysis Division (CWAD) under the Chief of Naval Personnel (CNP). As a Civilian Community Manager for the Navy, will work closely with external stakeholders to plan, shape, and develop civilian communities in the context of a competency-based, capability-driven, total workforce.
As a senior Manpower and Personnel Analyst within the Navy Total Force enterprise, will provide analysis and assessment to keep CNP and other stakeholders informed about important trends or critical issues within the area of responsibility.
Additional duties will include the following:
• Combine advanced knowledge and skills from both the analytical/statistical and the human capital domains to assess the community\'s ability to execute current and future mission, and to prevent or correct adverse conditions in the community.
• Identify, analyze, and maintain civilian workforce data to assess, monitor, and project civilian community health.
• Publish and present community health assessments to the Department of Navy\'s Civilian Community Leader and other stakeholders to inform workforce shaping strategies (recruitment, retention, development, succession, etc.).
• Represent the Community Leader in the Planning, Programming, Budget, and Execution (PPBE) process.
• Work closely with Requirements Officers (ROs) and provide risk assessments to ensure community strategies are included in corporate planning and requirements determination.
• Interact with Budget Submitting Offices (BSOs) to ensure community strategies are included in local budgets and workforce shaping is realized in the execution of the manpower program.
• Serve as the action arm of the Community Leader, leading or coordinating workforce shaping initiatives that optimize the flow of talent to prioritized work, including maintenance of career paths, development plans, and succession framework.
• Consult with subject matter experts and training and education specialists to propose interventions for competency gaps.
• Represent the organization in working groups, steering committees, professional conferences, or other meetings to inform or collaborate on community management efforts and facilitate organizational objectives. May lead or chair such groups in areas of responsibility.
• Prepare reports, justifications, and background papers as appropriate.
Qualifications:
• Strong writing and oral communication skills.
• Ability to think creatively, with strong analytical skills.
• Willingness to accept new challenges with little supervision.
• Ability to collaborate effectively with senior government staff.
• At least 6 years relevant experience.
• Must be a U.S. citizen eligible for a DoD Secret security clearance.
Desired experience includes the following:
• Bachelors Degree
• Manpower, Personnel, Training, and Education (MPTE) domain.
• Navy Officer or Enlisted Community Manager and/or manpower requirements officer and/or other position on the staff of CNP or CNPC.
• Manpower/Personnel/Training Analysis, Programming, Planning, Budget and Execution (PPBE), Strategic Workforce Planning, Human Capital Management, Project Management, and/or Data Analysis experience.
